I usually never have more than 6ish tabs open, and I only run 2 extensions, similar to the Windows 7 version I never have problems with. Even on sites like American Express, if there's a drop-down menu the options will appear very slowly and then all at once, like they're "catching up" to what the appearance should be. I've disabled/enabled hardware acceleration but this doesn't seem to make a difference. I want to say it's a graphical issue but I'm not sure. On Windows 10, Chrome is constantly lagging, graphic movement is "stuttery," mouse clicks take time to register and graphically display that they've been clicked, etc.
I use Chrome on two of my computers, one has Windows 10 and the other Windows 7.
